미국, 암호화폐 소유자에게 “탈세” 경고

The Wall Street Journal reported on Tuesday(26 July) that the US Department of Internal Revenue (IRS) has sent a warning letter to owners of more than 10,000 cryptocurrencies for violations of tax obligations.

미국 국세청(IRS)이 암호화폐 1만개 이상 소유자에게 납세 의무 위반을 이유로 경고 서한을 보냈다고 26일(현지시간) 월스트리트저널(WSJ)이 보도했다.

The IRS did not specifically state which regulations were violated but said that cryptocurrency owners could be subject to a variety of taxes on the capital gains they earn from capital gains.

국세청은 구체적으로 어떤 규정을 위반했는지 밝히지 않았지만, 암호화폐 소유자들이 시세 차익으로 얻은 자본이득에 다양한 세금을 부과받을 수 있다고 밝혔다.

“Taxpayers should take this letter very seriously,” said Charles Letig, chief of the IRS. “The IRS is expanding the investigation of cryptocurrency.”
The IRS said it expects to complete the warning by the end of next month.

이날 찰스 레티그 국세청장은 “납세자들은 이 서한을 매우 심각하게 받아들여야 한다”며 “국세청은 암호화폐와 관련된 조사를 확장하고 있다”고 말했다. 국세청은 이 경고 서한 발송을 다음달 말일까지 완료할 것으로 예상하고 있다고 밝혔다.

The WSJ said the IRS warning letter was aimed specifically at the Bitcoin. In mid-July, the price of Bitcoin was $ 12,000 each, more than three times that at the end of last year.

WSJ는 국세청 경고 서한이 특히 비트코인을 겨냥하고 있다고 전했다. 7월 중순 비트코인 가격은 개당 1만2000달러(약 1412만원)로 지난해 말에 비해 3배 넘게 뛰었다.

In the meantime, cryptocurrency has been pointed out that it can be used for illegal activities such as drug trafficking. The Internal Revenue Service has been concerned that cryptocurrency will encourage tax evasion.

그동안 암호화폐는 마약 거래 등 불법적 행위에 사용될 수 있다는 지적을 받아왔다. 국세청은 암호화폐가 탈세를 촉진시킬 것이라고 우려해왔다.

Although the Internal Revenue Service did not disclose how it obtained information on the cryptocurrency transaction history, the WSJ saw the crypto exchange Coinbase as a likely source of information. Under federal court order, Coinbase submitted the information of 13,000 cryptocurrency transaction accounts to the Internal Revenue Service in mid-March of last year. Coinbase officials refused to comment on this.

국세청은 암호화폐 거래 내역 정보를 얻게 된 경위를 밝히지 않았지만, WSJ는 암호화폐 거래소 코인베이스(Coinbase)가 가능성이 높은 정보 출처라고 봤다. 연방법원 명령에 의해 코인베이스는 지난해 3월 중순 국세청에 1만3000개 암호화폐 거래계정 정보를 제출했다. 이에 대해 코인베이스 관계자는 논평을 거부했다.

According to the IRS spokesman, unlike stocks, there is no explicit requirement that third parties report to the Internal Revenue Service about cryptocurrency transactions. Shares should generally be reported to the IRS by the securities company in accordance with Form 1099-B.

국세청 대변인에 따르면 주식과 달리, 제3자가 암호화폐 거래에 대해 국세청에 보고해야 한다는 명시적 규정은 없다. 주식은 일반적으로 증권회사가 1099-B 양식에 따라 국세청에 보고해야 한다.

The WSJ saw it as a long – term margin profit on the cryptocurrency that has been holding for more than a year as an object of taxable charge on the cryptocurrency. The tax rate is 0%, 15%, 20% depending on the income of the cryptocurrency owners and can be subject to 3.8% annuity tax.

WSJ는 암호화폐에 부과되는 세금으로 가능한 대상은 1년 이상 보유한 암호화폐에 대한 장기적 시세차익이라고 봤다. 세율은 암호화폐 소유자의 소득에 따라 0%, 15%, 20%로 부과되며 3.8%의 가산세가 붙을 수 있다.

Darren Newswonder said, “If the IRS imposes a tax on cryptocurrency, the taxpayers who have been relieved because new guidelines on cryptocurrency have not been released will be disappointed.”

대런 뉴슈완더 공인회계사는 “국세청이 암호화폐에 세금을 부과할 경우 오랫동안 암호화폐에 대한 새로운 지침이 발표되지 않아 안심하고 있었던 납세자들이 많이 실망할 것”이라고 말했다.
